"Recommended that Meriweather Drive be closed at Jimmy Daniell Road." That is how Joe Schulman, District 6 communications officer for the Georgia Department of Transportation, summarized what representatives of the Jennings Mill Homeowners Association asked for after a public meeting in January. The HOA cited "concerns regarding safety, construction phasing, and through traffic." Oconee County joined the talks, and the result was an approved traffic management plan that closed Meriweather Drive at Jimmy Daniell Road to general traffic.
So the barricades on Meriweather were not sprung on the neighborhood. Jennings Mill asked for them. The trade gives up the west entrance for the winter in exchange for a faster build at Jimmy Daniell Road and no cut-through traffic on Meriweather. It also sends every trip in and out through Jennings Mill Road, toward the two other SR 316 projects now under construction.
How the Detour Went From 45 Days to Six Months
Archer Western's original contract for the Jimmy Daniell Road interchange allowed a 45-day detour for traffic heading onto westbound SR 316. Archer Western and its design team then decided that a six-month full closure was "more viable." That change is why GDOT held a public information open house on Jan. 22, 2026. In its March 2026 response to public comments, GDOT said a full closure avoids staged work, shortens construction overall and makes the work zone safer.
The closure began Sept. 14. Jimmy Daniell Road traffic can no longer cross SR 316 at the old intersection, but SR 316 itself stays open in both directions. The Meriweather Drive closure was a late addition. Earlier discussion of the detour did not mention it, and GDOT first described it publicly in late August.
Why Meriweather Had to Close for the Work, Too
Cut-through traffic was only part of the reason. Oconee County Administrator Justin Kirouac said Archer Western "requested the ability to close Meriweather Drive in order to tie in Meriweather Drive to the realigned Jimmy Daniell Road." He added, "The intersection of Meriweather Drive and Jimmy Daniell is being raised approximately 3 feet." Kirouac also confirmed that the Jennings Mill HOA supports the closure and that Archer Western believes it will speed up construction and shorten the closure.
So the street at the west entrance is being rebuilt to a new height. Traffic could not have kept using it in its current form anyway. The county also ran the plan past the Oconee County Fire Department, the Sheriff's Office and Oconee County Schools before it was approved.
The detailed detour map GDOT released on Sept. 7 placed the barricade just north of the Meriweather and Jimmy Daniell intersection and included a close-up of where the barricades sit. GDOT's project page says the intersection "remains closed to through traffic but will remain open for emergency vehicle access only."
The Way In Is Now the Way Out
Oconee County's road book describes Meriweather Drive as running from Jimmy Daniell Road to Jennings Mill Road. With the Jimmy Daniell end closed, the Jennings Mill Road end carries everything. The county administrator put it plainly: during the closure, "access to the Jennings Mill subdivision will be via Meriweather Drive from Jennings Mill Road." GDOT says access to homes, businesses and public facilities stays open, though drivers may need to take a different route.
The same road book says Jennings Mill Road starts at Virgil Langford Road and ends at the Clarke County line. That puts the neighborhood's one open entrance between two active work zones. Virgil Langford is at one end. At the other, a road link built more than a decade ago ties Jennings Mill Road to Jennings Mill Parkway and the Oconee Connector. In 2011, the county's public works director described that link as a way around congestion at Epps Bridge Parkway and GA 316.
For drivers who still need Jimmy Daniell Road to reach SR 316, Athens-Clarke County's alert lays out GDOT's official detours:
- North of SR 316: Jimmy Daniell Road north about 1.5 miles, Atlanta Highway west about 0.8 miles, then U.S. 78 south about 1 mile to SR 316.
- South of SR 316: Jimmy Daniell Road south about 0.6 miles, Virgil Langford Road for about 340 feet, Mars Hill Road west about 2.4 miles, then U.S. 78 for about 1,500 feet to SR 316.
The southern route covers about 3 miles before it reaches SR 316. Until Sept. 14, crossing at the old signal took one light.
The Connector Lost Half Its Lanes Four Days Later
The Oconee Connector is the obvious alternative to the closed Jimmy Daniell crossing, and its capacity at SR 316 dropped four days after the closure began. Starting at 7 p.m. on Sept. 18, Archer Western narrowed the intersection so crews could build the mid-span supports for two new bridges that will carry SR 316 over the Connector. Before the change, each direction had two through lanes and two left-turn lanes.
GDOT project manager Brittney Bozzi later sent planning sheets that clarified the new setup. Three lanes approach the light from each direction. The inside lane is for left turns, the outside lane offers a right turn and also continues straight, and two lanes pass through the intersection in each direction. There is no separate right-turn lane. GDOT's news release said the restrictions "will remain in place until bridge construction is complete" and gave no estimate of how long that will take.
Bridge foundation work on the future eastbound SR 316 bridge was scheduled to start in the first week of October, so it is beginning about now. Utility relocation and earthwork continue around it.
What the Finished Interchanges Will Look Like
The current setup is temporary, and the finished layout differs from the one first proposed. The original plan had the Oconee Connector going over SR 316. In September 2025, GDOT accepted Archer Western's alternative design, which builds an eastbound bridge and a westbound bridge to lift SR 316 over the Connector instead. GDOT said this removed the need for a Connector detour during construction. According to the detailed plans GDOT released this fall, the Connector's single traffic light will be replaced by two signals, one north and one south of the current intersection. The westbound on-ramp from the Connector will pass under the new Virgil Langford Road bridge before it joins SR 316.
At Virgil Langford Road, the end where Jennings Mill Road begins, GDOT is building a bridge that carries the road over SR 316 with no access to SR 316. Bridge work and earthwork are underway there, and utility relocations were scheduled to begin in early October. GDOT has not announced a closure of Jennings Mill Road or Virgil Langford tied to that work. Oconee County Fire Station No. 8 is on Virgil Langford Road south of SR 316. For the closure period, the county said it would talk with Athens-Clarke County about help with emergency services under the two counties' mutual aid agreements.

GDOT's Jimmy Daniell project page now says the closure will last "through early spring 2027." The Connector project officially started Aug. 1, 2025, with substantial completion expected in 2028, a schedule GDOT says may change. All three interchanges fall under one $139.4 million design-build contract that GDOT awarded in November 2024.
The Spring Date Is the One to Watch
Of the three timelines, the Meriweather closure is the only one tied to a request from Jennings Mill itself. It is also the only one with a near-term end date. Archer Western's case for the closure was that a raised, realigned intersection could be built faster without traffic. Spring 2027 is when that gets tested. Through early October, local reporting has not described how the Jimmy Daniell detour is performing or mentioned any change to the route. At a Board of Commissioners town hall in June, Commission Chair John Daniell said the only way to avoid congestion on SR 316 in the coming months was to "just stay away from there." For Jennings Mill households, the reopening of the Meriweather Drive barricade will be the first sign of progress, well before any of the new bridges carry traffic.
